Gov. Dannel P. Malloy conceded that his budget tough-love won't win him many friends but he said tough choices are needed to get the state back on the path to prosperity.

At a brief press availability this morning, Malloy was asked about the $2 billion in concessions that he is seeking from the state employee unions over the next two years.

"You asked a question about whether we can...reach an agreement with respect to reducing our cost,'' Malloy said. "Other people are upset about taxes. After tomorrow, other people will be upset about the cuts that are represented in the budget.

"You know what? Everybody's gonna be upset, that is a certain reality,'' Malloy said.

Malloy will present his budget message to the legislature tomorrow but he has been releasing bits and pieces over the past week or so. On Monday, the governor's office unveiled his plan to raise taxes on everything from gas to clothing to cosmetic surgery.
