Slow start to special session

The legislature is holding a special session today but don't expect a quick conclusion.

Earlier this morning, legislative aides in the House said they expected members to begin around 10, approve the rules and break for caucusing for a few hours before reconvening later today.

In the state Senate, the story is similar: The caucuses were expected to begin at noon, with the floor debate getting underway by mid-afternoon.

As of 10:50 a.m., neither chamber had begun.

The special session was called to address a projected $700 million state budget gap before the start of the new fiscal year tomorrow. The legislature had already approved a budget in May, but Malloy now is requesting changes because unionized state employees rejected a concessions package last week that would have saved the state $1.6 billion over the next two years.
