While most unionized state workers will vote on a new concession agreement within the next three weeks, some rank-and-file members may not have an opportunity to vote at all.

A spokesman for the State Employee Bargaining Agent Coalition, the umbrella group for the 15 unions representing thousands of state workers, said some unions are going to have elected leaders -- and not rank-and-file members -- vote on the "clarified" agreement.

"Most leaders plan to present the [tentative agreement] to their full membership for a ratification vote,''' SEBAC Spokesman Matt O'Connor wrote on the union's website. "Some are planning to have elected leadership cast their union's vote because there are no negative changes in the revised TA as compared to the previous agreement." SEBAC did not specify how many unions are not going to present the revised plan to their members for a vote.
