SEBAC suffered a setback on Thursday when Attorney General George Jepsen ruled there was no evidence to back up the claims by SEBAC that the Hartford-based Yankee Institute had broken into the state's e-mail system and spread disinformation to state employees about the concessions deal. Yankee executive director Fergus Cullen had said for weeks that the allegations were preposterous, and Jepsen's investigators said they could not prove the allegations.
