The State Elections Enforcement Commission's planned hiring of former Middletown Mayor Sebastian N. Giuliano as its new executive director and general counsel did not go forward today as originally scheduled. Commission chairman Stephen Cashman opened a meeting this morning by saying his panel was "not ready to move forward with this appointment" -- and he did not say when, or whether, it would go through with the vote.
