Chief Roberts, In Interview On Nappier Incident, Says He Wants Probe Finished Friday; Suggests Police Officer 'Should Have Used A Little Bit Better Judgment'; But Says If Nappier Used Profanity, That 'Would Be Less Than Professional' And 'Out Of Order'

State Treasurer Denise Nappier used profanities when she was stopped by police in a North End parking lot Sept. 1 and accused the officers of stopping her only "because she was black," according to an incident report posted by blogger and city council candidate Kevin Brookman.

Brookman said he obtained the report through "alternative means." Police have declined to release the report, citing the pending investigation.

Meanwhile, city Police Chief Daryl Roberts said Monday in a phone interview that he intends to have the investigation - being conducted by a police commander he declined to name - finished and released publicly by Friday.

He said he thinks the incident - in which police charged Nappier with motor vehicle violations and had her official state car towed from a North End apartment complex, from which Nappier says she walked 3 miles at night back to her West End home - was the result of an unfortunate "mix-up."
